A Chief Management Officer for GIG? Not exactly, DOD tells GAO

GAO says:
“Although DOD has recently begun taking some positive steps to transform the department’s business operations, including establishing the Business Transformation Agency in 2005, we continue to believe that a chief management officer position may better ensure that overall business transformation is implemented and sustained.” — the Government Accountability Office in a January report, Defense Acquisitions: DOD Management Approach and Processes Not Well-Suited to Support Development of Global Information Grid

Defense says:
“DOD agrees that a management approach and specific measures are necessary to better assess and enforce GIG investment decisions that cut across organizational lines. … Under the leadership of the DOD CIO, DOD has established policy for management of IT by portfolios at the enterprise level and below.” — Deputy assistant secretary for resources Cheryl J. Roby in the department’s response to GAO
