Marines order up digital acquisition shop

 SRA International is building an integrated digital work environment for the Marine Corps Systems Command that will provide a seamless method of handling the entire systems development process, from acquisition on up.

Delivered as part of a fixed-price contract worth as much as $33.3 million in five years, the solution will combine requirements analysis, data architecture, systems engineering and integration, knowledge management and training services in one environment.

It is not just a collection of tools, said Mo Baz, vice president of federal sales at UGS, whose Teamcenter product forms the core of the solution. It will manage the relationships between requirements, tasks, documents and configurations to provide horizontal integration across domains, he said.

A number of other government agencies including the Air Force, the Navy, NASAs Jet Propulsion Laboratory and various Energy Department installations already use Teamcenter, and some Defense Department contractors use the tool to manage the development and manufacturing of weapons systems, Baz said.

The commands solution gives users a true enterprise for sharing information by creating an environment in which they can work collaboratively with others within the command and with external partners, said Dottie Cleal, vice president of SRAs Navy and Marine Corps Business Program.

It gives them the ability to work together on such things as engineering drawings and other complicated documents, she said. Its one of the most complex proposals I have worked on.

The solution is geared toward nontechnical users. Business analysts not computer programmers developed the solution using administrative user interfaces, Baz said. They also included a full set of application program interfaces in case users need to customize features.

The initial contract term is for six months with four optional years, Cleal said. The company began work on the project in March.
